A coalition of four private offshore wind developers operating 3.9GW of projects in Incheon waters was formally established, calling for expedited permitting, dedicated port infrastructure, and expanded municipal support. The coalition includes C&I Leisure (0.82GW), Ørsted (1.5GW), Ocean Winds (1.1GW), and Hanwha Ocean (0.48GW).

The developers have submitted proposals requesting several key measures to accelerate project development, including streamlined licensing and permitting processes, construction of a dedicated offshore wind port facility, and the establishment of a formal coordination body with local government. These requests highlight the industry's need for institutional support to move projects forward efficiently.

However, Incheon City appears unprepared to meet these demands. The city currently has only three dedicated staff members assigned to offshore wind matters, and no specialized offshore wind division was established in recent organizational restructuring efforts. This staffing shortage raises questions about the municipal government's capacity to coordinate with private developers and manage the complex regulatory landscape.

A significant challenge remains unresolved: conflicts between developers and local fishermen over access to prime crab fishing grounds and maritime safety corridors. The Ørsted and Ocean Winds projects overlap with critical fishing areas and established shipping lanes, creating ongoing tensions with the fishing community. Securing social acceptance from residents and fishermen remains a major hurdle for project advancement.
