Korea's Grid Bottleneck: The Remedies Have Already Started

Of the four remedies usually proposed for Korea's grid bottleneck, two are already running inside the system and a third has been answered in another form. Flexible connection is allowed at 16 MW per distribution line. A single offshore wind farm is 300 to 500 MW.

Not the diagnosis, the remedy

Why the grid is the bottleneck has been set out elsewhere. A transmission line takes thirteen years on average, KEPCO has designated the whole of Honam a grid-saturated area and restricts new connection there in principle until 2031, and phase one of the West Coast Energy Highway is targeted for completion in 2030.

What follows is the next question. What can be done before the lines arrive?

Four remedies are usually named. Connect first and curtail later. Move demand with price. Let private capital invest in the grid. Open the places the grid can take first.

The first two are already running inside the system. They are not proposals waiting to be adopted. The problem is that their present unit does not reach offshore wind.

The third has been answered, but in a different form: the rules assign the work to KEPCO rather than to private capital. Only the fourth has nothing settled at all.
