Three changes arrived together
On 30 March 2026 the Ministry of Climate, Energy and Environment announced the 2026 first-half fixed-price competitive auction for offshore wind. At 1,800 MW it is the largest volume ever offered, 44 percent above the 1,250 MW of the same round a year earlier.
Volume is not the only thing that grew. Three changes in this notice alter the rules themselves.
First, the first-stage cutoff is gone. Until now a bidder was screened on non-price scores, and only those left standing entered price competition. That threshold has been removed.
Second, floating has its own ceiling. Fixed-bottom is set at 171.229 won per kilowatt hour and floating at 175.100. This is the first time in Korean auction history that two technologies carry different ceilings.
Third, military consultation has moved forward. It used to follow the award. This time consultation for ten projects was completed before bidding opened.
The administering ministry changed as well, from the Ministry of Trade, Industry and Energy to the Ministry of Climate, Energy and Environment, following the reorganisation of government.
