Korea's five state-owned power generators and Korea Hydro & Nuclear Power (KHNP) have formed a unified consortium to develop the Expansion Zone 2 offshore wind project in the southwestern region of Jeollabuk-do, worth approximately 6 trillion won with a capacity of 1 GW. This marks a significant restructuring of the country's public offshore wind development strategy.
Notably, Doosan Enerbility, which participated in the first phase of the southwestern offshore wind project, has withdrawn from bidding on this expansion zone. This absence signals a shift in how Korea's public energy sector is organizing its offshore wind initiatives, with greater consolidation among state-owned utilities.
The new consortium structure reflects a transition toward a role-sharing model where public institutions take the lead in project development, while private companies handle turbine supply and engineering, procurement, and construction (EPC) services. This approach differs from previous models where private firms played more prominent roles in overall project development.
