Cases such as the Pungdo offshore wind project in Ansan, where Incheon's Ongjin County has been excluded, demonstrate how the absence of legal standards for maritime boundaries is creating conflicts over fisherman compensation and administrative procedures.

The core issue stems from the lack of clearly defined maritime boundaries between local governments in Korea. Unlike land-based administrative divisions, maritime areas do not have established legal boundaries, making it difficult to determine which local government has jurisdiction over specific offshore wind projects. This ambiguity has led to disputes regarding which municipalities should be involved in project planning, decision-making, and compensation distribution.

The Pungdo offshore wind project exemplifies these challenges. Ansan City is proceeding with the project while Ongjin County, which borders the project area, has been excluded from the process. This exclusion has raised concerns among local fishermen and county officials about inadequate compensation and lack of participation in administrative procedures that could affect their livelihoods and regional interests.
