Ørsted, a global offshore wind company, Windlake, a specialist in military-related licensing and impact analysis for offshore wind, and Inha University have launched a cooperation framework to jointly address military-related issues in offshore wind development.
Ørsted, Windlake and Inha University signed a memorandum of understanding on September 9 to cooperate in offshore wind and military-related fields.
The MOU was pursued to establish a cooperation foundation encompassing military matters that may arise during offshore wind farm development, as well as technology and policy exchange, stakeholder cooperation, licensing and business development issues, and knowledge exchange and talent development.
Coordination between offshore wind and military operations
As offshore wind expansion proceeds, harmonizing military operations has emerged as an important challenge. The establishment of a cooperation framework involving a developer, a military-related technology specialist company and a university carries significant meaning.
Under the MOU, the three institutions will exchange information on military-related matters in offshore wind farm development and operation from academic, technical and policy perspectives. They will also include technical and policy consultation and expert knowledge exchange needed in the offshore wind development process. This covers military-related stakeholder consultation, licensing, and issues arising in the business development process.
Building a network among industry, academia and experts is also a key cooperation area. The plan is to share knowledge and experience in offshore wind and military-related fields through seminars, forums and expert exchange, and to develop talent through education, lectures, mentoring and industry-academia collaboration.
Windlake's role and expertise
The industry-academia cooperation framework is expected to serve as a foundation for strengthening professional review and stakeholder communication on military-related issues in the Incheon offshore wind project that Ørsted is pursuing.
Windlake's expertise in this cooperation also merits attention. Since its establishment in 2021, Windlake has supported military operation review and radio environment impact analysis in the licensing process for wind farms. Its main work involves analyzing the impact of wind farms on military operations and performing simulations using analysis tools that reflect military radar characteristics.
Windlake also determines whether wind farms cause radar shielding effects and proposes measures to minimize impact on military operations. As offshore wind projects expand, this is expected to be highly useful in a situation where review of military operations and radio environments such as radar becomes important from the early stages of projects.
