Military operational review of the Taean offshore wind integrated zone has not been finalized as of September 2026, with discussions continuing between relevant agencies and the developer, according to an official response from the Ministry of National Defense.
In a reply to an information disclosure request on September 9, the MND stated that it is "conducting discussions to devise solutions to resolve military operational constraints for each offshore wind integrated zone" in Taean, Seohae, and Taean Gaui.
MND, Taean County and Vena Energy three-way coordination
When asked whether military operational concerns raised in 2021 and 2022 have been resolved and to disclose supporting research contracts, technical reviews, simulation results, Air Force review findings, and final coordination and agreement documents, the MND replied that it is "currently conducting discussions with the developer and relevant military units to devise solutions to resolve military operational constraints."
According to the MND response, the Ministry of Climate, Energy and Environment (MCEE) requested confirmation of military operational impact on December 5, 2025 for the integrated zone designation evaluation. The MND requested an extension of the reply deadline on March 24, and the relevant military unit's review opinion was returned to the government on May 12. A working-level meeting involving the MND, MCEE, the relevant military unit, and related local governments was held on May 18.
Military operational review proceeding separately for 504MW integrated zone, civic group confirms
A separate military operational review is underway for the 504MW Taean Wind Power project.
On August 27, Taean County requested a military operational review related to public water surface occupation and use licence through Future Energy Division document number 18871. The MND directed the relevant military units, including the Joint Chiefs of Staff, to conduct the review the following day. In its information disclosure response, the MND stated that this review is "currently in progress."
The MND also specified September 30 as the provisional deadline for returning its review opinion to Taean County.
This confirms that as of early September, when the 504MW project's public water surface occupation and use opinion-gathering process was underway, the military operational review had not been completed.
However, whether conducting the resident opinion-gathering process before military operational coordination was completed constitutes a violation of relevant laws requires separate administrative procedure review.
Civic group requests full disclosure from Taean County on five years of coordination
This outlet filed an additional information disclosure request with Taean County on September 18 regarding related materials. The information disclosure request number is 17630854.
The request covers official documents and attachments exchanged between Taean County and the MND, Joint Chiefs of Staff, Army, Navy, Air Force, and relevant military units from 2021 to the present, including the May 18, 2026 working-level meeting materials on military operational constraint resolution, the MND's May 12 military operational review opinion, 2021 and 2022 radio frequency and radar impact research contracts and simulations, documents confirming military resolution, acceptance, or agreement status, the original text and attachments of Future Energy Division document number 18871 related to the 504MW project, and supplementary and follow-up materials requested from the developer.
The core of this disclosure request is not about support for or opposition to the offshore wind project.
Since the public-led offshore wind zone development support project in 2021, the request seeks to confirm through administrative documents what procedures and costs were used to review military operational and radio frequency impact issues, what has been resolved as a result, and what remains outstanding.
The MND's current official response is at minimum not "resolution completed" but rather "military operational constraint resolution measures under discussion."
