The Korea Wind Energy Industry Association will hold a specialized forum on offshore wind engineering, procurement and construction on December 17 at BEXCO in Busan. The event is organized as part of the wind energy conference at the 2026 World Climate Industry Expo.
Offshore wind development is a complex undertaking that integrates seabed and marine environment surveys, design of wind farms and foundation structures, procurement of turbines and cables, securing ports and vessels, and offshore construction. Delays at any stage can affect overall project costs and completion timelines, making risk management capabilities across each engineering, procurement and construction phase critical to project viability.
Program and speakers
The forum will examine technical, policy, legal and regulatory trends across the sequence from marine surveys through design, procurement and construction, and will share domestic and international project implementation experience. The program will address fixed-bottom offshore wind construction case studies, turbine procurement market changes, and contractual responsibility allocation and other issues that arise during actual project execution.
Yoon Yong-seok, a policy official at the Ministry of Oceans and Fisheries, will deliver the opening presentation on maritime traffic safety management across the full lifecycle of offshore wind farm development, construction and operation. Shana Cohen, vice president at global turbine manufacturer Vestas, will introduce the latest offshore wind turbine design and global procurement market trends, offering insight into how turbine scaling and supply chain shifts affect project design and procurement strategy.
Mira Rosten, senior engineering manager at Copenhagen Offshore Partners Korea, will present fixed-bottom offshore wind engineering, procurement and construction processes and case studies from Korea and abroad. Robert Sharcott, general manager at marine survey specialist Fugro-UST21, will address marine surveys required for offshore wind development and methods for utilizing survey data.
On contracts and law, attorney Lee Hyun-kyung of HFW will explain global offshore wind engineering, procurement and construction contract trends and major legal risks. Key discussion points are expected to center on how responsibility should be allocated among developers, contractors and equipment suppliers when construction delays, cost increases or design changes occur.
Panel discussion and attendance
A panel discussion will follow the presentations, chaired by Choi Deok-hwan, secretary general of the Wind Energy Industry Association. Participants will include Choi Soo-young, head of renewable energy projects at KOMS; Heo Sung-ung, wind technology and infrastructure team leader at Doosan Enerbility; Park Jun-sung, vice president of Segwang Engineering; and Park Do-hyun, representative of Eoulim Partners. They will discuss current issues in Korea's offshore wind engineering, procurement and construction market and response strategies.
The forum is expected to draw around 150 participants from offshore wind developers and manufacturers, engineering, procurement and construction firms, research institutions, academia, and government and related agencies. The association plans to use the event to compare overseas cases with domestic project conditions and explore response measures to reduce risks at each project stage.
