KWI Insight · Wind resource
Korean offshore wind sites: which sea area has the best wind resource?
Hub-height mean wind speeds across 78 Korean offshore wind projects range from 6.81 to 8.69 m/s. Of the variation between project sites, differences between sea areas account for 53% and differences between provinces for 24%. Of the three sea areas compared, the south-western waters have the highest median, 8.32 m/s, and the West Sea the lowest, 7.55 m/s.
1. Overview
Using Engine ARA, its in-house analysis engine, KWI analysed 78 fixed-bottom offshore wind projects in Korea. The median hub-height mean wind speed across these projects is 7.72 m/s. Half of the projects fall between 7.45 and 8.10 m/s, and the full range runs from 6.81 to 8.69 m/s, a difference of close to 1.9 m/s between project sites. Hub height is that of the turbine assumed for each project: 150 m for 65 of the 78 projects, and 100 to 140 m for the rest, based on turbine models that are confirmed or likely for those projects.
Engine ARA takes every project through one calculation chain under the same rules, from wind and site to an optimised turbine layout, net energy after wake and generation cost. Its wind input is the long-term mean wind speed at 150 m at the project site from the Global Wind Atlas (GWA) 4.0, which reflects terrain and surface roughness. Where published environmental impact assessment filings include on-site wind measurements, the engine uses them. The value is then converted to each project's hub height. This report compares that hub-height mean wind speed across 78 projects from the engine's September 2026 national snapshot.

2. Distribution of mean wind speed across project sites
Counting projects in 0.1 m/s steps of hub-height mean wind speed, 34 projects fall between 7.5 and 8.0 m/s and 17 projects between 8.2 and 8.5 m/s, while only 4 projects fall between 8.0 and 8.2 m/s. With wider steps this gap largely disappears, so the data do not show two clearly separate groups. Section 4 shows where the projects at 8.2 m/s or above are located.
