Analysis by Climate Solutions and Green Energy Strategy Institute
To achieve the government's 2035 offshore wind power supply target of 25 gigawatts (GW), South Korea must secure an area of sea seven times the size of Seoul, according to a new analysis. The project timeline will also need to be shortened by roughly one year.
On October 14, 2026, Climate Solutions and the Green Energy Strategy Institute released a report titled "Research on Marine Space Area Required to Achieve Offshore Wind Power Supply Targets." According to the report, to meet the target, the government must designate 4,340 square kilometers of sea (7.1 times the area of Seoul) as development zones. To do this, 700 square kilometers (1.16 times the area of Seoul) must be designated before 2029, and bidding for developer selection must begin in 2029. From 2031 through 2035, an additional 700 square kilometers must be designated as development zones each year. The research team arrived at these findings by analyzing the generation capacity and sea area of 34 domestic offshore wind farms and 55 overseas facilities. The team noted that for general competitive bidding projects, specific details are unavailable, so the required sea area could not be calculated.
