JNDC President Jang Chung-mo Receives National Commendation for Regional Development and Management Innovation
Jang Chung-mo, president of JNDC (Jeonnam Development Corporation), has received a national commendation in recognition of the corporation's management innovation, regional development, housing welfare and expansion of energy business.
President Jang received the national commendation on September 17 at the 21st Local Public Institution Day ceremony held at Gangneung Olympic Park. The national commendation is a state honour one rank below a medal, awarded to individuals with clear contributions to advancing public welfare.

Since taking office in 2022, President Jang has focused on improving the corporation's management structure and restructuring its business portfolio. As a result, JNDC ranked first nationwide in the Ministry of the Interior and Safety's 2024 management evaluation, and has been selected as an excellent institution for three consecutive years, maintaining an excellent rating in 2025 and 2026.
The corporation has also achieved results in integrity and customer service. JNDC received a grade 1 rating in the 2025 Corruption Perception Index evaluation by the Anti-Corruption and Civil Rights Commission, and ranked first among urban development corporations nationwide in the 2026 customer satisfaction survey.
JNDC has expanded projects to address regional depopulation and housing issues for young people.
Most notably, through the Jeonnam-style 10,000-won Housing project, the first of its kind in the nation, the corporation is providing housing to young people and newlyweds at a monthly rent of 10,000 won. The corporation plans to supply a total of 1,220 units by 2035.
JNDC has also broadened its support targets by expanding housing welfare projects using vacant LH rental housing to city areas. These projects have been recognized as cases in responding to regional depopulation and proactive administration.
In the energy sector, JNDC has expanded its scope to renewable energy projects including offshore wind power.
The Yeonggwang Yakssu Offshore Wind project resolved long-delayed licensing issues through collaboration with relevant agencies and entered commercial operation in 2025. In addition, JNDC is pursuing offshore wind projects totaling 727 megawatts in Sinan and Wando.
As the first local public enterprise, JNDC has participated in the government-led energy storage system (ESS) expansion project, and while serving as chairman of the Jeonnam Wind Industry Association, it has expanded the membership from 55 to 122 companies, contributing to the expansion of the region's renewable energy industry base.
JNDC has continued development projects to secure future growth drivers for the region. These include the creation of the Naju Energy National Industrial Complex and the Goheung Space Launch Vehicle National Industrial Complex, as well as urban development and residential environment improvement projects in various areas including Yeosu Jungnim, Muan Oryong, Damyang Bochon, Hwasun Samcheon, and Gwangyang Deokryae and Dowol.
JNDC has also expanded efforts to share management performance with the local community.
JNDC has maintained eleven consecutive years of black-ink operations, and in 2024 recorded 57.9 billion won in net profit, the highest since its founding. Over the past six years, it has returned 21.6 billion won to the local community through talent development funds, welfare support, and the creation of the Jeonnam OK Citizens Square.
JNDC also established a regional co-prosperity fund worth 8.5 billion won to support 232 local companies in easing their financial burden, and in 2025 paid a dividend of 10 billion won to Jeonnam Province for the first time since its founding.

President Jang Chung-mo said: "The national commendation is not so much a personal honour as it is the achievement of all executives and employees who worked together to advance regional development and improve residents' quality of life. Going forward, I will faithfully carry out JNDC's role while creating results that residents can feel in balanced regional growth."
JNDC Holds Intergenerational Exchange Workshop for New Employees and Department Heads
JNDC held a gathering where new employees and department heads communicated together to broaden understanding between generations and job levels.
JNDC announced that it held a "Generational Understanding ESG Core Values Fellowship Workshop" from September 10 to 11 at Sunvalley Resort in Goheung and the Sorok Island area, with the participation of around 30 people including new employees and department heads.
The event was organized under the theme "Connecting Values, Making Differences into One Resonance" to understand differences in work styles and communication between generations and to foster an organizational culture of mutual respect.
A distinctive feature was the shift from conventional one-way lectures to experiential programmes with direct participation by members. Participants shared their thoughts and perspectives through games, discussions, singing, and value-selection activities.
New employees and department heads discussed work styles and communication methods that vary by generation, and exchanged views on the role JNDC should take following the launch of the Jeonnam-Gwangju Integrated Special City and future development directions.
President Jang Chung-mo also participated in the workshop, listening to various opinions on the corporation's key issues and organizational operations and communicating with members.
A programme visiting the historical and cultural sites of Sorok Island was also held. Participants toured the region's historical spaces and reflected on the meaning of understanding and respect for one another.
The workshop included participation by an artist team called Ieum, connected to JNDC through the "2026 Jeonnam Art Regional Project". Through programmes using cultural arts, employees were able to naturally interact beyond conventional work-focused communication.
JNDC plans to use this workshop as an opportunity to activate communication among members across generations and job levels, and to build an internal culture that can connect different perspectives as organizational competitiveness.
President Jang Chung-mo said: "Thoughts and communication methods may differ according to generation and job level, but it is important to accept these as differences rather than mistakes. I hope this workshop becomes an opportunity for members to understand one another and together build a better organizational culture."
