Incheon Mayor Park Chan-dae repeatedly emphasized the creation of an offshore wind cluster during his campaign, but actual deployment of dedicated personnel has not materialized. Observers note that current staffing levels are insufficient to coordinate the large-scale offshore wind projects underway in Incheon waters.

According to reporting by Incheon Today on October 27, 2026, iH (Incheon Urban Development Corporation), the city's dedicated renewable energy agency, failed to complete offshore wind specialist recruitment (technical grade 5) conducted twice since May. No qualified candidates emerged from the document screening stage, and interviews were not held.

These staff must lead the 680 MW public-led Incheon 1 (IC1) offshore wind project, which involves a total project cost of 6.4612 trillion won for a project pursued jointly with Incheon City.
