South Korea's flagship "National Growth Fund Project No. 1," the Shinan Uido offshore wind farm (390 MW, 1.3 trillion won in policy funding), is facing difficulties ahead of its scheduled groundbreaking. The project has encountered problems including seabed foundation defects and incomplete military coordination agreements.
During jacket installation work, punch-through phenomena occurred with the fin piles, which experts attribute to inadequate subsurface surveys. These foundation issues raise concerns about potential cost overruns and schedule delays for the major national project.
Additionally, the project faces unresolved coordination with the Air Force regarding radar interference. Military officials are requiring the completion of an implementation agreement by November 30 before final approval can be granted for the wind farm's operation in the designated area.
The Shinan Uido offshore wind project represents a significant investment as the first major initiative under the National Growth Fund framework. Project officials are working to address the technical and administrative challenges to ensure the July 16 groundbreaking ceremony can proceed as planned.
