South Korea's six state-owned power generators held a forum to discuss strategies for accelerating offshore wind expansion through joint cooperation. The companies proposed several collaborative measures including joint procurement of turbines, shared port infrastructure investment, and improvements to project economics.

Western Power Generation suggested coordinated joint procurement for offshore wind projects in the Taean and West Sea adjacent areas, as well as utilizing idle transmission systems. Central Power Generation emphasized the importance of securing economies of scale through joint purchasing agreements and shared infrastructure utilization to reduce overall project costs.

Southeastern Power Generation and East-West Power Generation called for systemic improvements including expanded renewable energy certificate (REC) sales channels, enhanced preliminary feasibility studies, and preferential treatment for public sector participation in offshore wind projects. These regulatory improvements are seen as critical to making offshore wind projects more economically viable.

The power generators stressed that joint procurement of 15-20MW turbines and shared subsea cable utilization could significantly reduce per-megawatt project costs and improve levelized cost of electricity (LCOE) competitiveness. The collaborative approach aims to leverage idle transmission capacity from coal plant closures and maximize the efficiency of existing port infrastructure to accelerate South Korea's offshore wind energy transition.
