The South Korean government has decided to improve its management evaluation and preliminary feasibility study systems to support state power companies' expansion into offshore wind projects. This agreement was reached after 11 months of labor-government consultations and represents a comprehensive approach to energy transition.

The government will strengthen the role of state power generation companies in offshore wind development while implementing just transition policies to support workers affected by the energy transition. This dual approach aims to ensure that the shift toward renewable energy does not leave workers behind and maintains social stability during the transition period.

Additionally, the government will restructure the power plant maintenance industry with a focus on Korea Electric Power Service (KEPCO-KPS), expanding direct employment opportunities in this sector. This restructuring is intended to transform the industry structure and create more stable, quality jobs in power generation maintenance operations.

The comprehensive agreement reflects the government's commitment to balancing energy transition goals with workforce protection and the development of a more robust domestic renewable energy sector led by state-owned enterprises.
